Costume industry standards base sizes on clothing industry's Junior sizing rather than Women's sizing. In addition, most costumes are manufactured out of the country. In short, costumes run on the small size. If you normally wear a size 22 Women's dress, it is not likely that you will fit a size 22 costume. We share your frustration on this point.
